The acting EPA director on Friday signed a revised version of the EPA’s Protective Action Guide for radiological incidents, which critics say radically relaxes the safety guidelines agencies follow in the wake of a nuclear-reactor meltdown, dirty-bomb attack, or other unexpected release of radiation.
Although the document is a draft published for public comment, it takes effect as an “interim use” guideline. And according to Public Employees for Environmental Responsibility (PEER), that means agencies responding to radiation emergencies may permit many more civilian fatalities.
“In soil, the PAGs allow long-term public exposure to radiation in amounts as high as 2,000 millirems,” PEER advocacy director Kirsten Stade said in a press release. “This would, in effect, increase a longstanding 1 in 10,000 person cancer rate to a rate of 1 in 23 persons exposed over a 30-year period.”

Like me, millions of high-school seniors with sour grapes are asking themselves this week how they failed to get into the colleges of their dreams. It’s simple: For years, they—we—were lied to.
Colleges tell you, “Just be yourself.” That is great advice, as long as yourself has nine extracurriculars, six leadership positions, three varsity sports, killer SAT scores and two moms. Then by all means, be yourself! If you work at a local pizza shop and are the slowest person on the cross-country team, consider taking your business elsewhere.
What could I have done differently over the past years?
For starters, had I known two years ago what I know now, I would have gladly worn a headdress to school. Show me to any closet, and I would’ve happily come out of it. “Diversity!” I offer about as much diversity as a saltine cracker. If it were up to me, I would’ve been any of the diversities: Navajo, Pacific Islander, anything. Sen. Elizabeth Warren, I salute you and your 1/32 Cherokee heritage.
I also probably should have started a fake charity. Providing veterinary services for homeless people’s pets. Collecting donations for the underprivileged chimpanzees of the Congo. Raising awareness for Chapped-Lips-in-the-Winter Syndrome. Fun-runs, dance-a-thons, bake sales—as long as you’re using someone else’s misfortunes to try to propel yourself into the Ivy League, you’re golden.

But President Obama himself has a very compelling story to tell. His father abandoned him. He was raised primarily by his maternal grandparents in Hawaii. He had few resources. Yet, Barack Obama rose up to become the most powerful man in the world, a stunning achievement. How much the system helped Mr. Obama is unknown, as his college records have been kept private. We don’t know the extent of affirmative action. We don’t know how much the government subsidized his climb to the top. It would be very helpful to have that information simply to be fair to the President and his vision.
In truth, Obama’s background is more than compelling. It’s a tragedy. In 1971, Barry Soetoro, son of Lolo Soetoro and Stanley Ann Dunham Soetoro, arrived at Hawaii International Airport as an unaccompanied minor with Indonesian Nationality. Minors with foreign nationality are not whisked through customs with a hope and a prayer by customs officers the child will not become a victim of child trafficking. Unaccompanied minors with foreign nationality arriving at any port of entry in the U.S. are taken into protective custody and held until a child welfare hearing is held to determine what is in the best interest of the child.
We know from Obama’s vital statistics, published and archived by the Hawaii Department of Health, he was born in Honolulu, HI on August 4, 1961 as the son of Barack Hussein Obama, Sr. and Stanley Ann Dunham. The Soetoro adoption was finalized in Hawaii after Lolo and Stanley Ann were wed. Obama’s original long form birth certificate was sealed and archived after a Court order to seal it. A Certificate of Live Birth for Barry Soetoro, son of Lolo Soetoro and Stanley Ann Dunham Soetoro, was created and filed as part of the finalized adoption order.
In 1968, Secretary of State Dean Rusk issued Barry Soetoro, a/k/a Barack Hussein Obama II, a Certificate of Loss of Nationality so Barry Soetoro could naturalize as an Indonesian National. Obama’s mother had attested on her U.S. Passport renewal she intended to stay in Indonesia indefinately (sic). In 1971, Barry Soetoro was taken into protective custody by Immigration and Customs Enforcement. His legal custody was transferred to Catholic Social Services of Connecticut while his grandmother, Madelyn Payne Dunham, was appointed his legal guardian.

WASHINGTON — The Navy is going to sea for the first time with a laser attack weapon that has been shown in tests to disable patrol boats and blind or destroy surveillance drones.
A prototype shipboard laser will be deployed on a converted amphibious transport and docking ship in the Persian Gulf, where Iranian fast-attack boats have harassed American warships and where the government in Tehran is building remotely piloted aircraft carrying surveillance pods and, someday potentially, rockets.
The laser will not be operational until next year, but the announcement on Monday by Adm. Jonathan W. Greenert, the chief of naval operations, seemed meant as a warning to Iran not to step up activity in the gulf in the next few months if tensions increase because of sanctions and the impasse in negotiations over the Iranian nuclear program. The Navy released video and still images of the laser weapon burning through a drone during a test firing.
The laser is designed to carry out a graduated scale of missions, from burning through a fast-attack boat or a drone to producing a nonlethal burst to “dazzle” an adversary’s sensors and render them useless without causing any other physical damage.
The Pentagon has a long history of grossly inflating claims for its experimental weapons, but a nonpartisan study for Congress said the weapon offered the Navy historic opportunities.
“Equipping Navy surface ships with lasers could lead to changes in naval tactics, ship design and procurement plans for ship-based weapons, bringing about a technological shift for the Navy — a ‘game changer’ — comparable to the advent of shipboard missiles in the 1950s,” said the assessment, by the Congressional Research Service, a branch of the Library of Congress.
The study found that the new high-energy laser “could provide Navy surface ships with a more cost-effective means of countering certain surface, air and ballistic missile targets.”

Can you imagine what a tough uphill struggle the anti-gun-rights people would have if the “news” media wasn’t falling all over itself to support the anti-rights side?
Connecticut just drafted 138 pages of gun law basically in secret, enacted it before it could be read and digested by those who signed it — and certainly not by the public it pretends to legitimately control — and in doing so ended up requiring federally licensed agents in the state to violate federal law, or flatly deny citizens their rights. Just on practical grounds this is a disaster. But that’s as if nothing, according to leading experts.
Legislators who draft laws in secret are behaving like the king’s men who ignited the American Revolution. They can expect no less if they continue down such a dark road, many experts say.
What did the officials choose to draft law against by this nefarious method? Only the very palladium of liberty, the very thing the Revolution warned us to guard against, a bill to reduce and actually eliminate a right for keeping and bearing arms the public already legally keeps.
Along with a list of many of the most popular makes and models in use today, the bill includes broad descriptions of arms to cover an untold number of other modern and older firearms. Are they out of their minds?

If we want better jobs numbers, we need to deregulate labor markets.
One story has dominated the economic news this past weekend. The story is that job creation has slowed to a “trickle,” in the words of a Wall Street Journal headline. Only 88,000 new jobs were created in the month of March. That feeble rate was accompanied by the “good” news that the jobless rate, which only counts those actively seeking work as unemployed, had dropped from 7.7 to 7.6 percent.
The real news was that the decline in the unemployment rate was explained by the separation of nearly half a million people from the workforce, so that labor-force participation shrunk from about 67.3 percent in early 2000 to about 63.3 percent today. A crude first approximation of the real unemployment rate would add back at least 4 lost percentage points. A more accurate estimation of the actual unemployment rate would account for those individuals who were out of the market by 2000 in part because of the impediments to market performance that were already in place.
With these weak numbers, the political discussion has continued to focus on job creation and economic growth: How should these goals be accomplished? On “All Things Considered,” I heard E.J. Dionne advise that the Federal Reserve should keep its foot on the accelerator, by opening the cash spigot and keeping interest rates at their historic lows. At the same time, the rest of the government should put worries about the deficit aside—or so the argument goes—by increasing public expenditures funded in part through higher taxes on the top one percent. David Brooks rightly disparaged that prescription, but still was unable to identify that “big structural change” he hoped would turn the economy around.

How can anyone not see that the U.S. economy is collapsing all around us? It just astounds me when people try to tell me that “everything is just fine” and that “things are getting better” in America.
Are there people out there that are really that blind? If you want to see the economic collapse, just open up your eyes and look around you. By almost every economic and financial measure, the U.S. economy has been steadily declining for many years. But most Americans are so tied into “the matrix” that they can only understand the cheerful propaganda that is endlessly being spoon-fed to them by the mainstream media.
As I have said so many times, the economic collapse is not a single event. The economic collapse has been happening, it is is happening right now, and it will continue to happen. Yes, there will be times when our decline will be punctuated by moments of great crisis, but that will be the exception rather than the rule. A lot of people that write about “the economic collapse” hype it up as if it will be some huge “event” that will happen very rapidly and then once it is all over we will rebuild. Unfortunately, that is not how the real world works. We are living in the greatest debt bubble in the history of the world, and once it completely bursts there will be no going back to how things were before. Right now, we are living in a “credit card economy”. As long as we can keep borrowing more money, most people think that things are just fine. But anyone that has lived on credit cards knows that eventually there comes a point when the game is over, and we are rapidly approaching that point as a nation.

More than 11 years after the catastrophic destruction of the World Trade Center, New York City’s government is finally asking: What in the world could have happened to the missing 1,116 victims?
In every building collapse in history, all of the victims’ bodies have been recovered more or less intact. That is because falling buildings crush human bodies. They do not shred them into tiny pieces, or cause them to vanish into thin air.
Yet on September 11th, 2001, the most famous “building collapses” in history somehow caused the bodies of more than 1,000 victims to magically disappear. Not even a shred of skin, a fragment of fingernail, or a shard of bone from any of these bodies was ever recovered, despite meticulous “sifting and bucketing” efforts.
But that’s not the only mystery. Hardly anything was left of the 1,634 WTC occupants who did not completely vanish. Most of the human remains discovered and DNA-identified were in the form of tiny, shredded pieces, not intact bodies.
What happened to the nearly 3,000 human bodies that were annihilated during the ten-second disappearances of the 110-story Towers? Answer: The same thing that happened to the office furniture, filing cabinets, telephones, computers, and other contents of the Towers. Virtually no remains of these objects were ever recovered, either. They – like the human bodies – were somehow transformed into a mixture of tiny shards and sub-100-micron dust, which floated out to sea and slowly settled into the Atlantic. As one of the sifters-and-bucketers remarked, the biggest piece of office furniture recovered from Ground Zero was a tiny fragment of a telephone keypad.

On the basis that there was zero reason to detain a retired Marine and commit him to a medical facility for psychiatric evaluation, a Virginia judge has demanded that Brandon Raub be released from custody immediately.
Raub, 26, had his home visited one week earlier by FBI, Secret Service and local law enforcement agents who expressed concern over a series of Facebook posts he had made on his public social networking profile. They detained him without charge and admitted him to a local hospital for evaluation.
“The petition is so devoid of any factual allegations that it could not be reasonably expected to give rise to a case or controversy,” reads a signed statement by Circuit Judge W. Allan Sharrett, which was provided to the Richmond Times-Dispatch Thursday afternoon.
Judge Sharrett adds that he was shocked to find that a magistrate did not include any grounds at all for holding Raub, who was placed in custody for a full week without any charges being pressed.
Earlier in the week, attorneys representing Raub from the Rutherford Institute attacked the mishandling of the case by suggesting that the entire ordeal was a war on their client’s constitutional rights.
“This is not how justice in America is supposed to work — with Americans being arrested for doing nothing more than exercising their First Amendment rights, forced to undergo psychological evaluations, detained against their will and isolated from their family, friends and attorneys. This is a scary new chapter in our history,” Rutherford Institute President John W. Whitehead says in a statement released on Tuesday this week. “Brandon Raub is no different from the majority of Americans who use their private Facebook pages to post a variety of content, ranging from song lyrics and political hyperbole to trash talking their neighbors, friends and government leaders.”
Days before he was detained, Raub had made a series of posts that reportedly worried the authorities. His most recent postings included critique of the investigation of the September 11, 2001 terrorist attacks and other messages, such as, “The Revolution will come for me. Men will be at my door soon to pick me up to lead it” and “Sharpen up my axe; I’m here to sever heads.

CHICAGO — Proposed legislation would make it illegal in Illinois for dogs to get behind the wheel of a car.
Dogs in the driver’s seat — on their owners’ laps — is a dangerous but common habit, said state Rep. Dan Burke (D-Chicago), co-sponsor of the bill.
“Because I travel, I can’t help but observe the number of people with dogs on their laps,” he said. “It is a public safety concern. If a driver is distracted, certainly it would be a risk to other motorists on the road.”
Under the proposed law, getting caught with a pet in the driver’s seat would carry a $25 fine, though a motorist couldn’t get pulled over unless committing another driving violation.
For now, however, it seems lap dogs will have their day. Though it cleared a transportation committee, the legislation faces overwhelming opposition as it heads to the House floor, said bill co-sponsor, Rep. Dan Beiser (D-Alton).
Burke said the bill is on the back burner most likely because of “more serious issues in peoples’ minds,” like Illinois’ financial crisis.
“This is, unfortunately, the worst time in our state’s history,” Burke said. “It’s a matter of prioritizing. … Everything is timing.”

Defense officials expressed concern Wednesday that American financial cutbacks may result in drastic cuts to military aid to Israel and could put anti-missile defense projects such as David’s Sling and the Arrow 3 on the chopping block.
Israeli and American officials are expected to begin negotiations over a new, multi-year military aid package in the wake of US President Barack Obama’s visit in the region last week.
“Our current agreement lasts through 2017, and we’ve directed our teams to start working on extending it for the years beyond,” Obama said at a joint press conference in Jerusalem with Prime Minister Benjamin Netanyahu last week.
Israeli officials hope that the basic outline of the current US military aid agreement will be preserved in a future multi-year defense deal with the US. There is grave concern over possible cuts in aid, however, because of the American economic crisis and the effects of sequestration – the across-the-board cuts mandated by 2011 legislation – on the US defense budget, Maariv reported on Wednesday.
The current US military aid package provides Israel with $30 billion over the course of 10 years, but is set to expire in 2017. Of the approximately $3 billion dollars Washington provides Israel per annum, all but $450 million must be used to buy American-made military hardware. According to Defense News, the pending 10-year military aid package would commit Washington to providing Israel with up to $40 billion.

Over the past year, department store chain J.C. Penney cut 43,000 jobs, 27 percent of its workforce, a report filed Wednesday with the federal Securities and Exchange Commission revealed. The filing listed a total workforce of 116,000 full- and part-time employees at the end of the fiscal year ending in February, down from 159,000 the year before.
This is a far higher number of layoffs than J.C. Penney executives had previously reported. Earlier this month, CEO Ron Johnson said the company had laid off 19,000 employees since November 2011.
Like many department and big-box stores, J.C. Penney has seen its customer base and sales volume shrink over the past five years. Sales at the store are down 28 percent since last year, and the share value of J.C. Penney stocks has plummeted 56 percent. In the fourth quarter of last year, losses exceeded $427 million.
The scale of the layoffs belies the claim of the Obama administration that the American economy is steadily recovering from the impact of the 2008 recession. While the stock market has been inflated to pre-crisis levels, the foundations of the economy continue to deteriorate. Millions of people have been impoverished in the past five years. Tens of millions more have severely curtailed their spending, especially on items such as clothing and household goods.

On Wednesday, the CIA’s chief technology officer detailed the Agency’s vision for collecting and analyzing all of the information people put on the Internet.
The wide-ranging presentation at GigaOM’s Structure:Data conference in New York City came two days after it was reported the spy agency is on the verge of signing a cloud computing contract with Amazon — worth up to $600 million over 10 years — that involves Amazon Web Services helping the CIA build a “private cloud” filled with technologies like big data.
After laying out what the CIA does — i.e. collect intelligence, conduct analysis, perform covert action — CIA CTO Ira “Gus” Hunt detailed just how the agency plans to acquire, store, and analyze digital data on a massive scale.
“You’re already a walking sensor platform,” Hunt said, referring to all of the information captured by smartphones. “You are aware of the fact that somebody can know where you are at all times because you carry a mobile device, even if that mobile device is turned off. You know this, I hope? Yes? Well, you should.”
In fact Hunt noted that based on the sensors in a smartphone, someone can be identified (with 100 percent accuracy) by the way they walk — implying that someone could be identified even when carrying someone else’s phone.
The challenge for the CIA is to find the relevance is the ocean of information when something happens. The first step is for “data scientists” to save and analyze all digital breadcrumbs — even the ones people don’t know they are creating (i.e. “More is always better”).
“Since you can’t connect dots you don’t have, it drives us into a mode of, we fundamentally try to collect everything and hang on to it forever,” Hunt said. “It is really very nearly within our grasp to be able to compute on all human generated information.”
He ends with comments about how the “inanimate is becoming sentient,” how cognitive machines (e.g. Watson) are going to “explode upon us,” and how technology is moving faster than governments, legal systems, and even individuals can keep up.
